Subject: Request for Review, Investigation, and Protection
Dear Sir or Madam,
I am writing to formally report a long-standing situation that I believe has affected my safety, privacy, and the well-being of my family for many years. I respectfully ask that this matter be reviewed seriously and carefully.
Many years ago, during a period in which I was experiencing serious mental health difficulties, I heard a voice telling me to kill myself because I was going to be tortured. At the time, I believed this warning was real and related to people around me. As a result, I attempted suicide by hanging. The attempt was unsuccessful, but it left a visible mark on my neck.
That same day, I had an appointment with my psychiatrist, Dr. Arroyo. She noticed the mark on my neck and asked what had happened. I told her what I had heard and what I had done. She explained that the voices I heard could have been related to my psychiatric condition. I was later hospitalized at the Veterans Hospital for the suicide attempt. I do not remember the exact date, but I estimate this occurred approximately 15 years ago. Exact dates and treatment information should be available in my Veterans medical records.
Over the years, I have been hospitalized several times and have attempted suicide on more than five occasions. I went through a prolonged period in which I was confused and disconnected from reality. With treatment, including group therapy, psychiatric care, social work, and psychological services, I have gradually improved. At this point, I feel strong enough to document my concerns and request that this situation be taken seriously.
During one hospitalization, I had the sensation that my thoughts were somehow being heard. I asked doctors and people close to me whether I was speaking out loud without realizing it, but I did not receive a clear answer. Later, I heard someone say, “He is hypnotized,” which made me believe they were referring to me. I then tried to verify whether my thoughts were somehow audible by checking in front of a mirror and making audio and video recordings. Although I could not confirm it directly, I remained convinced that something unusual had happened to my mind and privacy.
I also wish to report concerns related to my former girlfriend, who, like me, was a mental health patient. We met at MEPSI Center and had a romantic relationship. Looking back, I came to believe that while we were together, we may have been monitored or recorded during intimate moments without our knowledge or consent. I did not understand this at the time, but later, after reflecting on certain things I heard and experienced, I became convinced that our privacy had been violated. I am especially concerned because both of us were vulnerable mental health patients.
I also want to report an incident that I believe may have placed my family in danger. On one occasion, I woke up and smelled propane gas inside or around the house. I checked the property but did not find anyone. The following night, I experienced the same thing again. I feared that someone may have been attempting to harm us through gas exposure or possibly by trying to cause a fire.
For years, I have believed that I and my family have been subjected to ongoing harassment, threats, and invasion of privacy. I have heard repeated phrases and threatening expressions that I interpreted as directed toward me and my family. These included insults and statements suggesting harm or death. The frequency of these experiences has made it impossible for me to estimate how often they have occurred.
I believe that highly private matters concerning my household have been exposed or monitored, including family conversations, sensitive personal matters, issues involving health and mental health, private relationships, and intimate family events. I am also concerned about the possible impact on minors and vulnerable individuals who have lived in or visited the home.
I have long suspected that these acts may have been carried out through some form of electronic surveillance or monitoring originating from nearby homes or individuals in the neighborhood. I understand that this is a serious allegation, and for that reason I am requesting professional review and investigation rather than making legal conclusions on my own.
I am not a lawyer or prosecutor, but I believe the conduct I am describing may involve serious violations, including possible invasion of privacy, harassment, threats, and endangerment. I also have concerns regarding possible abuse involving vulnerable persons, including mental health patients and minors. I ask that the appropriate authorities determine whether any criminal conduct has occurred.
I also want to mention an event that I believe may be connected. Years ago, TeleOnce Channel 11 aired films containing nudity and obscene language. I submitted a complaint to the FCC in the United States and was advised to send a recording of the film Showgirls as evidence. I also contacted the television station by email. I later became concerned that, through this process, my IP address and home address may have been obtained, possibly resulting in unauthorized access to my computer and personal information. I cannot independently verify this, but I include it because I believe it may be relevant to how this situation began.
At present, I continue to feel that my family and I are being monitored. I am concerned for my own safety and for the safety of my relatives. I fear retaliation and possible harm.
I respectfully ask that this complaint be treated seriously and not dismissed solely because of my mental health history. I understand that my psychiatric condition may affect how my report is viewed, but I am asking that the facts, records, surrounding circumstances, and possible witnesses be reviewed carefully and objectively.
If appropriate, I request that neighbors and any other potentially relevant witnesses be interviewed under oath. I also ask that investigators review any records, reports, or evidence that may help determine whether unlawful conduct has occurred.
